高等教育综合改革进展缓慢,高校办学自主权历经近40载依然难逃“放乱收死”怪圈循环,主要源于府校不分,背后实际是改革思维存在二重逻辑:统制的逻辑与治理的逻辑。这二重逻辑造成我国高等教育改革的严重路径依赖。要克服这种路径依赖,由浅层型改革走向深层型改革,综合改革需要从统制的逻辑走向治理的逻辑,依法理清府校职能界限与活动方式,推进领导权与治理权分置,进行三级改革,落实社会参与治理的机制与途径。

The slow progress of comprehensive reform of higher education suggests that the autonomy of running higher education in colleges and universities cannot survived from the ending of “chaos and death”. This is mainly due to the f dilemma of a double logic of reform thinking--the logic of control and the logic of governance. This dual logic has caused that the education reform of higher education in China has a high degree of dependence on path. To overcome this path dependence, it is implicated that reform should be carried out from the fundamental level and the reform logic should transform from the logic of control to the logic of governance. Furthermore, the reform boundary of university function should be clear and specific and the leadership power should be identified from the governance power. Finally, the reform is suggested to implemented at three different levels and the implementation of social participation in governance mechanisms should be practiced.
