摘要:: 民间资本参与教育服务供给能够更好满足经济社会发展需要和人民需求,但现实仍存在诸多障碍束缚民间资本充分释放活力。现代治理提倡的公私合作为解决民间资本参与教育现代化进程提供了思路,促进民间资本参与并形成教育服务供给的公私合作格局将成为重要的教育治理方略。通过机制的创新性构建,可以畅通民间资本参与渠道,对冲和化解部分风险,同时也能在保障民间资本合理利益的同时保证服务供给的教育导向。

Abstract:: Private capital participation in education service supply can better meet the needs of economic and social development and the needs of the people. But there are still many obstacles that hamper private capital to play its full role. The public-private partnership promoted by modern governance provides ideas for solving the problem of private capital participating in the process of educational modernization. Promoting private capital participation and forming public and private cooperative pattern of educational service supply will become important educational governance strategies. The innovative construction of the mechanism can smooth out the private capital participation channels, as well as hedge and defuse some risks, and at the same time guarantee the reasonable interests of private capital and ensure the educational orientation of service supply.
