教育智库对推动教育事业的发展发挥着举足轻重的作用,而教育智库研究是推进教育智库发展的基础。本文运用“理性选择制度主义”理论对英国教育智库的运行模式与发展机制进行剖析,得出以下主要结论:英国教育智库行动舞台上活跃着政府与教师、高校与企业、教育智库与教育资助基金会等多个教育研究的提供方和需求方;英国教育智库具有强化转化研究知识并应用于政策领域的连结功能,通过目标管理受众群体、建设政策网络、推销宣传扩大其政策影响力;进入和退出、信息、偿付3项规则和政治背景是影响英国教育智库行动舞台结构的主要因素;高校-智库-政府模型是推动英国教育政策改革创新的核心动力机制,“政策活动家”的作用不容小觑。

Educational think tanks play a crucial role in promoting the educational development because the study on educational think tanks serves as the basis of their further development. This article adopts the Rational Choice Institutionalism framework to analyze the operating mechanism of the educational think tanks in the UK. Several conclusions have been drawn: firstly, six groups of actors, including research suppliers and customers (namely, governments and teachers, higher education institutions and enterprises, and educational think tank and educational funding), have been found functioning actively on the British educational think tanks’ action stage. Secondly, British educational think tanks have the ability of strengthening the knowledge transformation and function as a bridge linking research knowledge and policy. Thirdly, entry and exit rules, information rules, payoff rules and political background are the most important factors influencing the stage structure. Fourthly, “university-think tanks-government” model is the core dynamic mechanism of education policy innovation in the UK in which policy entrepreneurs play a key part.Educational think tanks play a crucial role in promoting the educational development because the study on educational think tanks serves as the basis of their further development.
