摘要:
来华留学生教育是我国对外开放和教育现代化的重要内容。本文运用文本计量分析,结合宏观统计数据的分析,发现我国来华留学生教育政策变迁表现出“规模扩大-质量提升-品牌打造”的发展逻辑;治理主体由单一走向多元;政策工具丰富多样,政策体系基本完善。政策实施取得了显著成效:推动了来华留学生规模逐年稳步增长;生源呈现出以周边国家为主的多样化特征;留学生层次提升,中国政府奖学金作用显现。但是政策体系也存在一些问题:教育质量领域的政策供给相对不足;治理主体的权责分工不够清晰;能力建设、系统变革及激励工具使用不足且形式相对单一。基于来华留学生教育政策的基本特征和变迁趋势,本文总结提出了未来政策的发展趋势和展望。
Abstract:
The education of international students is an important part of China’s opening up and educational modernization. With the method of text metrology and macro-level statistics, this study found that: the change of China’s education policy for international students follows the development logic of “scale expansion-quality improvement-brand building”. The main body of governance has changed from single subject to multiple subjects. The policy tools are diverse, and the policy system is basically complete. The implementation of the policy has achieved remarkable results: the scale of international students in China has been steadily increasing year by year. The sources of international students sources are diversified and mainly from neighboring countries. The level of international students has been improved, and the Chinese government scholarship has played an important role. However, there are also problems with the policy system, such as the insufficient policy supply to improve the quality of education, the unclear and inappropriate division of rights and responsibilities of the governing body, and the under-utilization and single form of the capacity-building, system change, and incentive tools. Based on the basic characteristics and changing trend of China’s education policy for international students, we can roughly predict the development trend and prospect of policy.
