本科生推荐工作的公开透明、合理合规对于我国研究生招生考试的公平正义和我国高校的治理能力现代化建设具有重要意义。通过对我国高校本科生推荐工作的文本考察,从完备性、规范性与针对性三个维度构建了我国高校本科生推荐工作透明度与合规性评价体系,发现部分高校本科生推荐工作的透明度与合规性还有改进空间,在院系主体责任、推荐名额分配、遴选操作方法、信息公开透明等方面存在不同程度短板,建议教育行政部门系统完善推荐制度及工作指南,将有关事项纳入高校信息公开清单;学校需进一步完善推荐实施细则,下沉管理重心,形成本科生推荐工作“善治”格局;鼓励相关社会组织或研究机构持续开展第三方评价与监督。
Abstract:
The openness, transparency, and legitimacy of recommending undergraduate students to be exempted from the national graduate school entrance examination is of great significance to the fairness and justice of postgraduate admission and the modernization of university governance in China. By investigating and analyzing the policy texts of the examination-exemption recommendation of undergraduates, we build an evaluation system of the transparency and legitimacy of the recommendation procedure from the perspective of completeness, standardization and pertinence. It is found that there is still room for improvement of transparency and legitimacy in several aspects of the recommendation procedure in some universities, including the main responsibility of the department, quota allocation, the method of selection, and information transparency. The paper suggests that the administrative department of education should systematically improve the policies and working guidelines of the recommendation procedure and include relevant matters in the list of information disclosure of universities. The university should further improve the implementation rules and regulations for recommendations, and clarify the power and responsibility of departments and expert groups in the procedure. Social organizations or research institutions should be encouraged to carry out third-party evaluation and supervision continuously.
