提升科研水平是“双一流”建设的五大任务之一,科研评价在推动高校创新转型中具有重要的导向作用。因此,在“双一流”建设过程中,高校教师科研评价政策改革尤为重要。目标群体对政策的认同程度直接影响政策目标的实现程度。选择20所“双一流”建设高校开展问卷调查,从目标群体的视角探究高校教师科研评价政策的认同程度及其影响因素。调查结果显示:高校教师对科研评价政策内容的认同程度普遍较高,对科研评价政策执行的认同程度普遍较低;科研评价政策的内容认同与执行认同程度之间存在较大差异,学科领域之间的差异不明显;政策的稳定性及其内容的合理性、政策在高校与院系的执行情况、教师在学术发展方面的获益情况及其在政策过程中的参与程度是影响认同程度的主要因素。
Abstract:
Improving research capacity is one of the tasks of the“Double World-Class”Initiative.Research evaluation plays an important guiding role in promoting innovation and transformation of universities.Therefore,the reform of the evaluation policy of university researchers is particularly important in the process of“Double World-Class”construction.The degree of policy recognition in the target group affects the degree of realization of policy objectives.This study measures the target group's policy recognition with a questionnaire of 20selected“Double World-Class”universities.The results show that researchers generally have a higher degree of recognition with the content of evaluation policies and a relatively low degree of recognition with policy implementation,there is a large difference between the recognition of policy content and policy implementation,but the dispersion across disciplines is not significant.The key factors influencing the policy recognition mainly include the stability and rationality of policy content,policy implementation in the university and departments,faculty's benefits in academic development and their participation in the policy making process.
