摘要:
高等教育外部治理,尤其是政府与高校间的矛盾关系一直是制约高校发展的瓶颈。深圳特区建立以来,其高等教育已在规模和质量、社会服务、合作办学与国际化方面取得一定成就,但仍存在“高原多、高峰少”,与特区的经济社会发展不相适应的困境。本文基于实地调研,发现深圳高等教育存在办学条件、招生培养、办学自主权受限等深层问题,其根本症结指向外部治理的府学关系,也折射出国家治理的基本矛盾。当前,深圳面临着建设“中国特色社会主义先行示范区”的国家战略需求,为其高等教育突破外部治理的制度性障碍,建立大学外部治理新格局提供了前所未有的机遇。为此,深圳高等教育需要调整顶层设计,联动高校内部改革,培养社会力量参与办学,实现深圳高等教育的跨越式发展,并为全国高等教育改革提供示范作用。
Abstract:
In the process of running and managing higher education in China,the external governance of higher education,especially the relationship between the government and colleges and universities,has been the bottleneck restricting the development.Since the establishment of Shenzhen Special Economic Zone,its higher education has made some achievements in scale and quality,social services,cooperative education and internationalization,but there are still“more plateaus and fewer peaks”,which are not compatible with the economic and social development of Shenzhen Special Economic Zone.Based on field investigation,this paper points out deep-seated problems for Shenzhen's higher education development,such as university conditions,enrollment and training,and limited autonomy in running colleges and universities.Its fundamental crux points to the relationship between government and schools for external governance,which also reflects the basic contradiction of national governance.At present,Shenzhen is facing with the national strategic need to establish“a demonstration pilot zone for socialism”,which provides unprecedented opportunities for its higher education to break through the institutional barriers of external governance and establish a new pattern of university external governance.Therefore,Shenzhen's higher education needs to adjust the top-level design,coordinate the internal reform of colleges and universities,cultivate social forces to participate in running higher education institutions,achieve leap-forward development of higher education in Shenzhen,and provide a demonstrative model for the national higher education reform.
