高水平人才培养体系建设本质上是高等教育内涵式发展的过程,即从传统人才培养体系转换到现代化的高水平人才培养体系。主要矛盾的变化是高等教育发展变化的根本动力,发展矛盾的变化决定了发展形态的转变,即从规模速度等要素性增长转为内涵驱动的整体性发展,从高等教育体系自身成长转为高等教育与社会经济协同发展。发展形态的转变决定了评价机制、资源配置方式与治理方式的改革目标与方向。资源配置方式是核心环节,通过评价机制改革和治理改革来实现制度与规则的完善,从而使资源得到有效配置,以激励高校和教师投身教学科研来构建高水平人才培养体系。高水平人才培养体系的形成会化解高等教育发展的主要矛盾,促进高等教育的内涵式发展。
Abstract:
The construction of a high-level talent training system is essentially a process of connotative development of higher education, that is, a transition from a traditional talent training system to a modern high-level talent training system. The main contradictory change is the fundamental driving force for the development of higher education. The change of development contradiction determines the transformation of development mode, that is, from the elemental growth of scale and expansion speed and other factors to the connotation-driven development, and from the growth of the higher education system itself to the cohesive development of higher education and social economy. The transformation of development patterns determines the goals and directions of the reform of evaluation mechanism, resource allocation mode and governance mode. The resource allocation is the core. With the improvement in the system and rules through the reform of the evaluation mechanism and governance mode, resources can be effectively allocated to encourage universities and faculty members to devote themselves to teaching and research to build a high-level talent training system. The formation of a high-level talent training system will resolve the main contradictions in the development of higher education and promote the connotative development of higher education.
