根据区域规划中的增长极、“中心-边缘”、“点-轴-区”渐进、圈层理论,得到首都高等教育疏解分析新框架。依据框架将首都高等教育按照环路分为六个圈层,统计各圈层内学校数量、归属、招生数、本专科在校生数、在学研究生数、教职工数、专任教师数、占地面积,说明疏解的重点及优先次序。在政策和国际比较的基础上,提出“疏解谁”“谁疏解”“以疏解促发展、与产业相聚集、结合新城规划、照顾师生便利”的疏解原则,在西北方向打造“北京硅谷”建设科技创新中心,在东北部、东部形成“北京好莱坞”并挖掘影视艺术体育文化产业潜力,在良乡创造“北京波士顿”成为北京高等教育新的发展地等疏解新构想。
Abstract:
A new analytical framework is drawn from the literature and four classic regional planning theories: the growth pole, “center edge”, “point-axis-zone”, and “circle-layer” theories. According to the framework, the capital higher education is divided into six circles according to the ring roads. To illustrate the emphasis and order of relocation, the number of institutions, number of undergraduate and postgraduate students, number of teachers, the area of coverage, and jurisdiction of institution are counted. The paper proposes a relocation design with respects to whom to be relocated, who (the central government or the Beijing government) should be in charge of the relocation, principles of the relocation, and relocation destination. It suggests that the Capital could built a “Beijing Silicon Valley” in the northwest for technology development and innovation, a “Beijing Hollywood” in the northeast and for the development of the art, sports and culture industries, and a “Beijing Boston” in Liangxiang for the further development of Beijing higher education.
