日前,来华留学教育质量问题引起社会的广泛关注,现有研究并不能很好地弥合认识分歧。以西南地区C大学“一带一路”来华留学生为考察对象,基于学习情况和投入效果2个方面进行综合考量,通过深度访谈和实地观察,结合问卷调查,从多个角度深度扫描来华留学教育质量的现状和成效。研究发现:来华留学生学习质量在入口、过程和出口方面均有改进的空间,问题主要源自政策性和结构性因素,具有阶段性或暂时性特征。从效益角度审视,大量投入并没有带来显著效果,但从长远综合来看,这种投入是必要的,产出前景也值得期待。建议完善并落实政策规范,把好入口语言关;出台标准规范,开展审核评估;加强战略管理,增加来华留学教育的显示度。
Abstract:
The issue of students along “the Belt and Road Initiative” countries studying in China has aroused widespread concern and controversy. The existing research cannot well bridge the differences of understanding. Based on in-depth interviews, field observations and questionnaires, the paper examines the learning performance and investment effect of international students from “the Belt and Road” countries at C University in Southwest China, providing a comprehensive and in-depth scan of the present situation and effectiveness of international education in China from multiple perspectives. It finds that there is room for improvement in the quality of enrollment, learning process and outcomes of international education in China. The problems are mainly caused by policy and structural factors, which present the characteristics of staged or temporary. From the perspective of efficiency, the large amount of input has not brought significant results, but from a long-term perspective, the need for such input is easy to understand, and the output prospects are also worth looking forward to. It is suggested to improve and better implement policy norms and properly handle the language barriers of incoming international students. Standards and regulations should be promulgated to conduct auditing and evaluation. Strategic management should be strengthened to increase the visibility of international education in China.
