高校内部本科教学质量标准是由各高校自行组织制定,且经相关各方协商一致的关于本校本科教学活动及活动结果,满足本校本科教学各相关利益主体需求,并反映一定质量指标或参数的校内准则、规则或规范。“内部标准”具有规范性、全面性、社会性、共识性和操作性的特征,应当依据“国标”和审核评估的要求,在正确处理好“两对关系”的基础上,按照“顶层设计原则、分类构建原则、共识性原则、多重性原则和发展性原则”,从“教学条件质量、教学过程质量、教学管理工作质量和人才培养质量”四个层面分步骤、分阶段进行构建。
Abstract:
Internal quality standard on undergraduate teaching of a university is a kind of institutional criterion, rule or code regulated by the university with a consensus achieved by parties concerned. It focuses on teaching activities and achievements, satisfies the interests of all stakeholders of undergraduate education, and consists of a certain number of quality indicators or indices. This kind of “Internal Standard” has features of normalization, comprehensiveness, sociality, consensus and maneuverability. It should meet the “National Standards” and the requirements of auditing and education, correctly address the “Two relationships”, and follow the principles of “designing from the top level, customizing for different categories, achieving consensus, differentiating standards at different levles, and focusing on development”. Such a standard can be built up progressively on the four levels of “Quality of teaching conditions”, “Quality of teaching procedures”, “Quality of teaching management” and “Quality of talent cultivation”.
