公立大学内部资源配置实践纷繁复杂,其受到行政权力、学术权力、市场竞争和人情社会的直接影响。探讨大学内部资源配置的理论逻辑,需要厘清各配置主体的人性假定及其所持配置逻辑,而大学作为整体有其符合教育规律的应然资源配置逻辑。大学内部资源配置的绩效是各配置主体相互博弈的结果,实践中大学内部资源配置存在“行政主义”、“管理主义”和“关系主义”等偏差。大学内部资源配置在制度选择上需要强调配置制度的刚性,用制度抑制偏差;允许各利益相关者充分博弈,以平衡资源配置各影响因素,使配置整体逻辑符合教育规律;在尊重高等教育规律的基础上强化资源配置绩效评估。
Abstract:
Internal resources allocation practice of public universities is a very complicated issue, which is directly affected by administrative power, academic power, market competition and Guanxi society. To explore the theory logic of internal resources allocation of universities, it is necessary to clarify hypothesis of human nature and allocation logic of every allocation subjects. University as a whole has its own logic of allocation resources which obeys the educational law. The performance of internal resources allocation at universities is the result of inter-plays between allocation subjects. In the practice, there exists deviation of administrate-ism, management-ism and Guanxi-ism. For University internal resources allocation resources, the right institutional choice needs to emphasize the institutional rigidity of resources allocation to suppress deviations and allow all stakeholders to engage in the inter-play fully, in order to balance the various aspects and strengthen the evaluation of resources allocation performance on the basis of respecting the rule of higher education.
