本文将历史制度主义用于较长时间跨度的教育政策变迁研究,系统分析了美国产学研合作教育政策变迁全过程并将其分为三个阶段。合作教育政策结构性变迁首先在于《莫里尔法案》等成功实施引起新的宏观政策情境,金字塔式多层次高等教育结构的形成,社会舆论、公众态度和市场力量的介入。其次在于不同政治变量的排列组合,社会经济作为政策发端与变迁的直接动力;大学、企业、学生与政府在合作教育上形成利益结合点;实用主义成为政策发端与变迁的理论基础;合作教育理念先在工程教育领域站稳脚,成为后续发展的大本营。合作教育政策历史性变迁的逻辑包括:重大推动事件形成的关键节点促进了合作教育政策的构建与准备;路径依赖是合作教育政策存续与发展的主要机制,体现在政策内容与模式、政策功能效用等方面。合作教育政策变迁过程中的历史否决点造成了政策的断裂,包括合作教育政策内部蕴含的矛盾与院校能否及时建立合作教育成功的关键要素两方面。
Abstract:
From the perspective of historical institutionalism, this study systematically analyzed the policy changes of the cooperative education in the United States and three stages were divided. The structural changes in the policies of cooperative education first included the successful implementation of the Morrill Act leading the formation of new macro-policy scenarios, the formation of pyramid-based multi-level higher education structures, and the involvement of public opinion, public attitudes and market forces. It also included the arrangement and combination of different political variables, the social economy as the direct driving force of the origin and change of the policy, the combination of interests the university, the enterprise, the student and the government in the cooperative education, the pragmatism which became the theoretical basis of the policy origin and changes, and the first stood of Co-op engineering education as the base camp for the follow-up development. The logic of the historical changes in the policies included the key nodes that promoted the formation of the construction and preparation of the policies and the path dependence as the main mechanism for the survival and development of the policies which was embodied in the content, mode, and function of the policies. The historical veto point of policy change had caused the policies to break, which included the contradictions inherent in the cooperative education policy and the key elements of the successful establishment of cooperative education in a timely manner.
