摘要:: 高校行政管理尚有以下几个问题有待进一步讨论：一是“去行政化”话语在一定程度上遮蔽了大学行政管理的效用；二是大学行政管理中存在效率悖论；三是行政管理具有促进大学组织承诺的重要价值认识不足，而这恰恰是大学有效行政的前提。树立以事业共同体和命运共同体为核心的价值逻辑，是构建有效行政的价值基础；推进大学行政纪律建设，是贯彻有效行政的实践逻辑。具体而言，要构建“服务第一序”的动态大学行政纪律；创建大学学术、行政与政治沟通的协调机制；以行政纪律建设引领新型组织共同体建设。但也要避免这一过程中行政边缘化、行政纪律孤立化的实践误区。

Abstract:: There are three unclear problems in the administrative management of universities: First, the discourse of “de-administration” obscures the effectiveness of university administration; second, there is an efficiency paradox in university administration; third, the important value of administration in promoting organizational commitment is not well recognized, which is the premise of effective administration of universities. The value foundation to construct effective administration is to set up a value logic with the professional community and the destiny community as the core. The practice foundation is to promote the construction of administrative discipline. Specifically, it is necessary to: 1) built a dynamic university administrative discipline with the value of “service is the first order”; 2) establish a coordination mechanism of academic, administrative and political communication in each university; 3) construct a new type of organizational community with the guidance of administrative discipline construction. In the meanwhile, it is necessary to avoid the marginalization of administration and the isolation of administrative discipline in this practical process.
