摘要:
研究生教育发展水平决定了国家未来的核心竞争力。本研究在参考教育发展指数构建经验的基础上,基于系统论的自然生长、结构分化、要素竞合和开放系统特性,构建了包含规模、结构、质量和效益四个维度的研究生教育发展指数。基于2010年以来的发展指数测算发现,我国研究生教育规模不断扩大、结构与经济社会发展日益协调、质量水平不断提升、对我国经济社会发展做出了显著贡献,但还须进一步增加与经济社会发展的协调性。最后,提出“三层四维”研究生教育发展指数体系框架,建议应用体系化的研究生教育发展指数从四个维度有效监测和诊断不同层面、不同学段研究生教育的发展状况,为国家、省市规划研究生教育和高校对标定位自身发展提供有力支撑。
Abstract:
The development level of graduate education determines the future core competitiveness of a country.This study,by drawing on the experience of the Education Development Index construction,constructs the Graduate Education Development Index(GEDI)from four dimensions-scale,structure,quality and performance based on the characteristics of natural growth,structural differentiation,factor competition and cooperation and open system in the system theory.It is found from the GEDI since 2010that the scale of China's graduate education has been constantly expanding,the structure has been increasingly coordinated with economic and social development,and the quality level has been continuously improved,making a significant contribution to China's economic and social development.However,the coordination with economic and social development should be further increased.Finally,this paper puts forward a“three-layer and four-dimension”framework for the GEDI,and suggests that a systematic GEDI should be applied to effectively monitor and diagnose the development status of graduate education of different layers and different phases from four dimensions so as to provide strong support for the provincial-level and municipal-level planning of graduate education and the positioning of colleges and universities for their own development.
