近年来,为了落实国家科教兴国战略,提升整体科研水平,中国政府陆续推出了各种大规模人才引进计划,吸引海外优秀人才回国。1994年启动的中科院“百人计划”是其中建立最早、支持力度最大的一个,目的是到20世纪末吸引百余名海内外优秀青年人才,培养一批跨世纪的学术带头人。本文利用《中国科学院统计年鉴》中提供的中科院81个研究所1993-2004年的面板数据,采用双向固定效应模型和动态面板模型,评估“百人计划”对中科院科研生产力的影响。研究发现,“百人计划”显著提升了中科院各研究所的国际学术发表的数量和质量,但对国内发表论文数量不存在显著影响。这表明中科院百人计划在实施十年的时候初步实现了其提高中科院科研生产力的目标。
Abstract:
In order to implement the strategy of invigorating the country through science and education, and enhance the overall level of scientific research, the China’s government has carried out various large-scale talent introduction programs to attract outstanding overseas Chinese scholars and entrepreneurs to return China. The “Hundred Talent Program” launched by the Chinese Academy of Sciences (CAS) in 1994 was the first and the most generous large-scale program of its kind. Using panel data of 81 research institutes at CAS between 1993 and 2004 from the Statistical Yearbook of CAS, this paper examines the effect of “Hundred Talent Program” on research productivity in CAS using two-way fixed effects and dynamic panel models. It is found that the generous Program has improved the publications and citations of research in CAS in terms of quality and quantity in international journals, but has no significant effect on the publications in Chinese journals. These findings show that the from the Statistical am” has accomplished its mission in the implementation of ten years.
