党的二十大提出了加快教育强国建设和到2035年建成教育强国的目标任务。从内涵上说,教育强国既指“教育强的国家”,也意味着“通过教育使国家强盛”,这两层意思具有统一性。从性质上说,教育强国不是一个单纯描述性概念,而是一个带有比较强烈价值预设和指向的理论命题,一个有关教育与国家功能性关系的理论命题。教育强国命题的提出是对历史上“教育救国”“教育建国”“科教兴国”等不同时期教育与国家关系命题的继承和发展,客观上反映了近代以来中国社会从站起来到富起来再到强起来的教育需求和教育价值取向,是对当代我国教育事业发展所担负的国家责任和使命的高度概括和凝练表达。建设教育强国要提高政治站位,从全面建设社会主义现代化强国、实现第二个百年奋斗目标的高度来认识教育强国建设;坚持以马克思主义为指导,运用好新时代中国特色社会主义思想的世界观和方法论;夯实立德树人根本任务,造就德智体美劳全面发展的社会主义建设者和接班人;树立“大教育“的观念,在促进各级各类教育的衔接、贯通、融通和一体化上下功夫;突出高质量发展这个主题,坚持问题导向,着力破解影响教育事业科学发展的根本问题和重大问题;增强文化自信,坚持扎根中国大地办教育,走好教育现代化的中国道路。
Abstract:
The 20th CPC National Congress set the goal and mission of accelerating the construction of a country strong in education and building a powerful country through education by 2035. The Chinese phrase “a country strong in education” has a dual meaning in terms of connotation: it not only refers to “a country with strong education” but also means “making the country strong through education.”These two meanings are consolidated. In nature, the notion of “a country strong in education” is not a simple descriptive concept but a theoretical proposition with a relatively strong value proposition and orientation, and a theoretical proposition about the functional relationship between education and the nation. It is the inheritance and development of such a relationship in different historical periods, such as “saving the nation by education,”“building the nation by education,” and “developing the nation through science and education,” which objectively reflects the educational needs and educational value orientation of Chinese society in modern times, from standing up to getting wealthy and then to becoming strong. It is a highly summative and concise expression of education’s responsibility and mission in facilitating China’s national development in contemporary times. To build a strong education country, we need to raise our political position and understand the notion from the perspective of building a modern socialist country in an all-round way and realizing the two centenary goals; adhere to the guidance of Marxism and make good use of the worldview and methodology of the thought on socialism with Chinese characteristics for a new era; consolidate the fundamental task of fostering morality through education and cultivate socialist builders and successors with all-round abilities in areas such as morals, intelligence, physical fitness, aesthetics and labor work; establish the concept of “big education” in promoting the cohesion, connection, coordination and integration of education at all levels and types of efforts; highlight the theme of high-quality development, adhere to the problem-oriented approach, and strive to solve the fundamental and significant problems that affect the scientific development of education; and strengthen confidence in the culture, continue to develop education in China's ground, and follow the Chinese road of education modernization.
