摘要:

本文认为“扎根中国大地办大学”是我国对高等教育的战略定位，既有制度安排上的政治要求，也有植根中华传统的文化要求。“内圣外王”是以儒家为主流的中国文化的核心内容、基本精神和历史使命，也是我国大学的文化根基、精神追求。我国高等教育从“内涵发展”到“内涵式发展”的政策转型，强化了高等教育服务于国家和社会的使命，对大学提出了“四个服务”的能力要求，以推动大学发展方向与方式的转变，大学能力建设是实现内涵式发展的根本路径。

Abstract:

This paper holds the viewpoint that “Taking Root in China to Run a University” is the strategic orientation of China’s higher education, which is not only political requirements in institutional arrangements but also the need of cultural heritage of Chinese tradition. “Internal Saint and External King” is the core content, basic spirit and historical mission of Chinese culture with Confucianism as the mainstream. It is also the cultural foundation and spiritual pursuit of Chinese universities. The policy transformation of higher education in China from “Intension Development” to “Intension-type Development” strengthens the mission of higher education to serve the country and society, and puts forward the capacity requirements of “Four Services” for universities to promote the transformation of the direction and mode of university development. University capacity building is the fundamental path to achieve intension-type development.
