利用履历数据,对1999-2017年间入选的长江学者特聘教授的流动情况进行分析发现:人才流动比率为13.6%,流动频率主要以1次为主,流动高发期是入选后6-10年。从总体看,长江学者特聘教授流动前后的学术生产力没有显著差异,但流入排名较高学校的学者学术生产力提高。中西部和东北地区除个别省份外基本处于人才逆差,东部则主要为人才顺差。在国外获得过学位的高层次人才,入选后更愿意流动。学术生产力水平与流入单位层次有关;工作单位层次、地区经济发展水平与人才吸引力有关;留学经历与流动偏好有关。本文建议细化政策导向,鼓励以长江学者特聘教授为代表的高层次人才合理流动,构建高层次人才转会制度和薪酬福利指导制度,限定学科评估中短期引进的高层次人才指标的分值和权重。
Abstract:
This paper analyzes the mobility of the Distinguished Professors funded by the Chang Jiang Scholars Program from 1999 to 2017 based on their curriculum vitae. It shows that 13.6% of the Distinguished Professors have transferred to other universities; most of them transferred for once; and most of them transferred after 6 to 10 years of being awarded the title. There is overall no significant difference in the academic productivity of the scholars between the pre-transfer and post-transfer periods. But those who transferred into a higher-ranking university become more productive. The Middle, West and Northeast regions are in a talent deficit except for a few provinces, while the East is mainly in a talent surplus. The high-level skilled people who have obtained their degrees in overseas countries are more willing to transfer after being awarded the title. Academic productivity is closely related to the level of inflow universities. The level of university and regional economic development are related to the talent attractiveness. Experience of studying abroad is related to mobility preferences. It is recommended that the government should refine the policy to encourage rational talents flowing, construct a talent transfer system, develop a salary and welfare guidance system, and set limits of the score and weight on the indicator of high-level talents.
