为了探究国际组织高层人才的任职特征和成长规律,本研究对联合国系统下属48家典型政府间组织2000-2017年在任的160位最高领导人的简历进行分析。结果显示,国际组织领导人来自74个国家,女性领导人占20%,初掌帅印时平均年龄约57岁,职场生涯约32年,90%领导人的职业生涯并非始于国际组织,但80%左右的人就任前拥有过在国际组织或所属国政府的工作经历,晋升来源也主要为上述两类。就教育经历而言,拥有博士学位者占48%;有海外学习经历者占51%;在美国、英国和法国完成最高学位教育(硕士或博士)者占56%;无论本科还是最高学位(硕士或博士)专业,攻读法律、经济学和政治学三科的人皆超过半数。本研究为中国如何培养高层次国际化人才提出了参考和建议。
Abstract:
In order to explore the characteristics and career development of high-level talents in international organizations, this study analyzed the resumes of 160 top leaders who served in 48 typical intergovernmental organizations under the United Nations system from 2000 to 2017. The results showed that the heads of international organizations came from 74 countries. Female leaders accounted for 20%. The average age of the heads when they first assumed the top leadership in international organizations was about 57 years old. It had taken about 32 years of their career lives. Although 90% of the top leaders did not start their career in international organizations, 80% of them had work experiences in international organizations or their governments before promoting to the leadership position. As for education background, 48% of the top leaders owned doctoral degrees; 51% had overseas study experience; 56% completed their highest degree (masters’ or doctoral level degrees) in the United States, Britain and France. As for academic majors, Law, Economics and Political Science were chosen by more than half of the top leaders no matter in their undergraduate study or in pursuing the highest degree (master’s or doctoral level). Practical implications were provided regarding training high-level international talents in higher educational institutions in China.
