摘要:
教育研究、教育实践是教育决策的基础;教育决策的目标指向是教育实践;教育决策是教育研究走向教育实践的中介;教育研究与教育决策的质量影响教育实践的效果。教育研究、教育决策、教育实践三者之间是一种复杂的界面关系,三者之间存在着目标界面障碍、信息界面障碍、组织界面障碍、人才界面障碍和文化界面障碍等。根据系统论和协同学原理,在有效的内部控制和外部干预下,可以实现三者之间包括目标整合、信息整合、组织整合、人才整合、文化整合、激励机制整合在内的界面整合,使三者产生协同效应。
Abstract:
The interface relationship of education research, education policy-making and education practice is complex: education research and education practice are the foundations of education policy-making. The goal of education policy-making is for education practice. Education policy-making is the intermediary of education research towards education practice. The quality of education research and education policy-making influences the effect of education practice. There are target interface obstacle, information interface obstacle, organization interface obstacle, talent interface obstacle and cultural interface obstacle among them. According to the system theory and the synergetic principle, through the effective external intervention and internal control, the interface integration and synergistic effect could be achieved which include goal integration, information integration, organization integration, talent integration, culture integration and incentive mechanism integration.
