博士生教育全球竞争力是从国家发展、国际竞争视角对博士生教育质量和水平的系统审视,提升全球竞争力是博士生教育高质量发展的内在要求和紧迫任务。加快推进博士生教育高质量发展,提升博士生教育全球竞争力,要深刻把握超大规模发展、支撑强国建设、打造中国特色、复合型人才培养等方面的挑战。加快构建适应高质量发展要求的超大规模博士生教育治理体系,应强化政府调控与市场调节的功能,深化中国特色办学体制改革,系统完善质量保障体系,积极构建开放互鉴的国际合作机制。

The global competitiveness of doctoral education refers to a systematic assessment of the quality and level of doctoral education from the perspectives of national development and international competition. Enhancing global competitiveness is both an inherent requirement and an urgent task for the high-quality development of doctoral education. To accelerate the high-quality development of doctoral education and enhance its global competitiveness, it is crucial to deeply understand the challenges of ultra-large-scale development, supporting the building of a strong country, forging distinctive Chinese features, and cultivating interdisciplinary talents. To accelerate the construction of an ultra-large-scale doctoral education governance system that meets the requirements of high-quality development, it is vital to strengthen the functions of government regulation and market adjustment, deepen the reform of the school-running system with Chinese characteristics, systematically improve the quality assurance system, and actively construct international cooperation mechanisms featuring openness and mutual learning.
