摘要:
健全大学内部院系治理结构是中国大学进一步优化现代大学制度和催生制度优势效能的基石。当前院系治理结构建构存在要素同构、规则滞后、内控取向等问题。缘于组织基础、权力性质、治理范畴、决策模式等方面的差异,院系治理不能照搬套用大学校级治理结构。中国大学内部院系治理结构的架构要回到中国大学内部“院系”这个特殊的场域之中,具体系统考虑院系治理的“理想”与“现实”、“强”与“弱”、“制度”与“文化”、“组织化”与“专业性”,要在校级内部治理结构的映照下,聚焦于院系的特殊矛盾和特殊问题,从组建跨界型治理团队、搭建外向型治理框架、完善院系规则创建、强化院长学术领导力四个方面推进院系治理结构之建构,架构起恰当而有效的治理结构和治理模式。
Abstract:
Improving the structure of school-level governance is the cornerstone that Chinese universities further optimize the modern university system and exert its advantages. Current problems in the construction of school-level governance structures include isomorphism of elements, lagging rules, internal control orientation, etc. Due to the differences in organizational foundation, nature of power, scope of governance, and decision-making models, school-level governance cannot simply apply the structure of university-level governance. The construction of school-level governance structure in Chinese universities should go back to the particular field of internal “school” in Chinese universities, take specific and systematic account of the “ideal” and “reality”, “strong” and “weak”, “institution” and “culture”, and “organizational” and “professionalism” of school governance, focus on the special contradictions and problems of the school mapped by the university-level governance structure, and promote the construction of school-level governance structure through forming a cross-sectional governance team, building an outward governance framework, and perfecting the establishment of school rules, strengthening the dean's academic leadership ability, thereby constructing an appropriate and effective governance structure and governance model at school level.
