科研评价体系由传统的量化评价模式逐步转向注重质量、贡献和社会影响的多元化模式。本文以英国“科研卓越框架”为研究对象,分析了6000余份影响案例的表现维度,研究发现:科研成果的社会影响力具有多维度的表现途径,在不同领域展现出显著的分化态势;科研成果的社会影响力在时间维度上展现出显著的学科差异与复杂的影响机制,反映了科研成果与社会系统互动的复杂性和独特性;科研成果的社会影响力产生显著体现了学科交叉性和普遍性特征,深刻揭示了科研与社会发展的内在关联。为此,建议研制综合性的社会影响力规范化指南,构建以成本考量为基础的社会影响力评价模式选择机制,制定分层次、差异化的社会影响力评价标准,进而完善科研评价体系,推动科研成果的社会价值最大化。
Abstract:
The scientific research evaluation system is gradually transitioning from a traditional quantitative model to a diversified approach that emphasizes quality, contribution, and social impact. This paper examines the UK’s Research Excellence Framework (REF) by analyzing over 6,000 impact case studies. The findings show that: (1) the social impact of scientific research presents multidimensional forms and exhibits significant variation across different fields; (2) in the temporal dimension, research impact reveals notable disciplinary differences and complex influencing mechanisms, reflecting the complexity and uniqueness of interactions between scientific outcomes and societal systems; and (3) the social impact of research outcomes demonstrates strong interdisciplinary and universal characteristics, revealing the intrinsic link between scientific research and societal development. Therefore, it is recommended to develop comprehensive standardized guidelines for social impact, to establish a selection mechanism for impact evaluation models based on cost considerations, and to formulate hierarchical and differentiated evaluation standards. These efforts aim to improve the research evaluation system and maximize the societal value of scientific research outcomes.
