摘要:
可持续发展教育是联合国倡导和推进的一项事关人类社会未来存续的全球议程。德国积极参与这一议程并已初步将其成功地转化为本国行动,其发展经验具有重要的研究价值。基于对相关政策文本的分析,本文从两个方面回答了德国缘何能够成功地推进可持续发展教育这一尚未得到学界关注的问题。一方面,就政策框架而言,德国及时将全球议程转化为联邦和州层面的政策,如可持续发展教育的国家行动计划和各州战略,确定了可持续发展教育的目标、优先行动领域和行动指南等,为可持续发展教育的实施提供了制度保障。另一方面,就实施导向而言,德国以制度化、结构化、整体发展、跨领域/跨学科和能力优先作为推进可持续发展教育的导向,确保可持续发展教育得到科学和有序的实施。德国推进可持续发展教育的经验可为我国开展可持续发展教育提供有益借鉴,如融入国际趋势、制定国家行动计划和确定科学合理的实施导向。
Abstract:
Education for Sustainable Development (ESD) is a global agenda that is crucial for the future survival of human society. It is advocated and promoted by the United Nations. Germany is actively engaged in this agenda and has initially succeeded in transforming it into national action. Based on the analysis of relevant policy texts, this paper addresses the question of how Germany has been able to successfully promote ESD, a question that has not yet received much academic attention. On the one hand, in terms of the policy framework, Germany has promptly translated the global agenda into policies at the federal and state levels, such as national action plans and state-level strategies for ESD. These documents define the goals, priority areas, and guidelines for ESD, providing institutional guarantees for its implementation. On the other hand, in terms of implementation orientations, Germany adopts principles such as institutionalization, structurization, holistic development, cross-sector/interdisciplinary approaches, and competence prioritization to ensure the scientific and orderly implementation of ESD. Germany’s experience in promoting ESD can offer useful references for advancing ESD in China, including aligning with international trends, formulating national action plans, and establishing scientifically grounded implementation orientations.
