摘要:
教育科技人才一体发展是中国特色的创新理论。三螺旋理论和教育科技人才一体化理论都是关于创新的理论,三螺旋理论是从外部驱动机制、动力机制来分析创新,而教育科技人才是从创新内部因素来构建创新机制,教育科技人才三者互相支撑形成创新力量与倍增效应。不同于三螺旋理论聚焦于外部力量如何影响和促进创新发展,教育科技人才关注的是教育-人才-科技如何通过一体改革来服务于科技创新驱动经济增长的目标。研究型大学和学科是高等教育在教育科技人才一体发展中的最核心体现,是教育科技人才一体化的重要连接点、集中交汇点和最佳结合点。聚焦教育科技人才一体发展的核心任务促进各类高校改革,优化学科结构,完善与教育科技人才一体发展相适应的人才供给体系,有序扩大“双一流”高校数量及人才培养规模,优化高等教育与经济科技发展优势区域相一致的资源配置,在教育科技人才一体改革中建成高等教育强国,为构建全面创新体制机制,提高国家创新体系整体效能作出贡献。
Abstract:
The integrated development of education, science and technology, and talents is an innovative theory with Chinese characteristics. The triple helix theory and the theory of education-science and technology-talents integration (hereafter referred to as “the integration theory”) are both about innovation. The triple helix theory analyzes innovation from external driving mechanisms and dynamic mechanisms, while the integration theory constructs innovation mechanisms from internal factors of innovation, and the three forces of education, science and technology, and talents support each other to form innovation power and multiplication effect. Unlike the triple helix theory, which focuses on how external forces affect and promote innovation and development, the integration theory focuses on how the three forces can promote economic growth through integrated reform. Research universities and disciplines are the core embodiment of higher education in the integrated development of education, science and technology talents. They are the important connection points, centralized intersection points, and the best combination points for integration. We should focus on the core task of the integrated development of education, science and technology, and talents, promote the reform of all kinds of colleges and universities, optimize the structure of humanities, make the talent supply system suitable for the integrated development of education, science and technology, and talents, expand the number of “Double First-Class” colleges and universities and the scale of talent training in an orderly manner, optimize the resource allocation and make it consistent with the advantageous areas of economic and technological development, and build a strong country in higher education in the integrated reform of educational science and technology talents, so as to contribute to building a comprehensive innovation system and mechanism and improving the overall efficiency of the national innovation system.
