教育安全是国家安全的重要内容,研究并阐释好如何在总体国家安全观指引下推进教育安全风险治理,不仅是维护国家安全的重大现实任务,也是发展新时代中国教育安全知识体系的重大学术任务。目前,学界关于教育安全研究已经形成了较为丰富的知识累进,有关教育安全风险治理研究的基本内容和推进路径也获得了初步讨论,但在总体国家安全观视角下的教育安全风险治理理论体系尚未完全形成。本文首先对教育安全风险治理相关概念进行界定,随后运用文献计量分析法对教育安全相关文献进行可视化分析,厘清教育安全风险治理知识进路与逻辑脉络。其次,本文从风险关联性、主体多元性、方式融合性、流程衔接性四个维度,构建总体国家安全观指导下的教育安全风险治理理论框架。最后,从理论性探索、新技术运用和实践性提升等方面对我国教育安全风险治理未来研究进行展望。
Abstract:
Educational security constitutes a vital component of national security. How to advance the governance of educational security risks under the guidance of a holistic approach to national security is a significant practical task for safeguarding national security and a crucial academic pursuit for developing China’s educational security knowledge system in the new era. While scholarly research on educational security has achieved notable progress, including preliminary discussions on the content and pathways for risk governance, a comprehensive theoretical system addressing educational security risk governance under a holistic national security perspective remains underdeveloped. To address this gap, this paper first defines relevant concepts of educational security risk governance. Using bibliometric analysis, it visually examines the existing literature to elucidate the knowledge evolution and logical framework of educational security risk governance. Subsequently, the paper proposes a theoretical framework for educational security risk governance under the holistic national security paradigm, structured around four dimensions: risk interconnectedness, subject diversity, method integration, and process continuity. Finally, it outlines future research directions, focusing on theoretical exploration, the application of emerging technologies, and practical improvements in educational risk governance in China.
