高质量教育体系既是世界主要人才中心和创新高地的重要特征,也是加快推进世界人才中心建设的最大动力机制。高质量教育体系通过积极的倍增效应、集聚效应、溢出效应和生态效应,赋能和加速世界人才中心和创新高地建设。研究基于包括欧洲工商管理学院、瑞士洛桑国际管理发展学院、世界经济论坛、世界知识产权组织和康奈尔大学等国际组织及高校发布的人才和创新评价报告,深入分析世界人才中心建设的主要指数和维度,为世界人才中心建设提供基本方略和价值坐标,并对教育与世界人才中心相互赋能、互为动力的机制进行研究。据此提出政策建议:加快高质量教育体系建设,夯实世界人才中心的自立之基;以高质量科教融合、产教融合,加强“四链”融合和稳固;统筹教育、科技、人才一体推进,加快形成新质生产力;北京、上海、粤港澳大湾区应先行先试,差异化地加快世界人才中心建设;基于人的三重属性,以更优的人才生态提升人才嵌入度。

A high-quality education system is not only a key characteristic of the world’s major talent centers and innovation hubs but also the most significant driving force for accelerating the construction of world talent centers. By leveraging positive multiplier effects, agglomeration effects, spillover effects, and ecological effects, a high-quality education system empowers and accelerates the development of world talent centers and innovation hubs. This study, based on talent and innovation evaluation reports published by international organizations such as INSEAD, IMD, the World Economic Forum, the World Intellectual Property Organization, and Cornell University, deeply analyzes the main indicators and dimensions essential for the construction of world talent centers. It provides fundamental strategies and value benchmarks for building world talent centers and explores the interactive mechanisms through which education and talent centers mutually empower each other. Accordingly, the following policy recommendations are proposed: accelerate the construction of a high-quality education system to solidify the foundation of self-reliance for world talent centers; strengthen the integration and stability of the “four chains” through high-quality integration of science, education, industry, and education; accelerate the coordinated promotion of education, science and technology, and talent development to rapidly form new productive forces; Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area should take the lead in accelerating the construction of world talent centers in a differentiated manner; and enhance talent embeddedness through an improved talent ecosystem based on the triple attributes of people.
