摘要:
OECD教育治理经过了20余年的发展,其教育治理手段与策略不断完善,教育治理影响力不断扩大。在全球教育治理过程中,OECD主要通过在过去经验上构建框架、储备基于实证的知识与能力、通过提升公信力以增强专业性等策略来完成在全球范围内的教育治理的合法化。此外,OECD还通过政策干预的模糊化处理、强调知识具有非完善性并为不成功的政策干预提前做预设、对“最佳经验”的情境化解释以及对政策实施的复杂化解释等措施,实现其教育治理的风险规避,不断巩固与扩大OECD在全球教育治理中的合法性与影响力。
Abstract:
Over more than 20 years of development, the OECD has continuously refined its education governance tools and strategies, significantly expanding its influence in this field. In the process of global education governance, the OECD has legitimized its role on a global scale by building frameworks based on past experiences, accumulating evidence-based knowledge and capabilities, and enhancing professionalism through credibility. Additionally, the OECD employs strategies such as the fuzzification of policy interventions, emphasizing the imperfection of knowledge, preemptively acknowledging the potential for unsuccessful policy interventions, contextualizing the interpretation of “best practices,”and providing complex explanations of policy implementation. These measures enable the OECD to mitigate risks in its education governance and continuously consolidate and expand its governance capabilities and influence in global education governance.
