摘要:
进入高等教育普及化阶段,建设高质量高等教育体系是实现中国式高等教育现代化的基本要求,为此必须明确高质量高等教育体系建设的内在意蕴、衡量标准和建设路径。具体而言,高等教育体系是一个国家各级各类高等教育组织的有序分布和各种高等教育要素之间的有机组合。从功能角度看,高等教育体系的发展既要促进高等教育功能的发展又要促进高等教育自身的发展。进而,对高质量高等教育体系的衡量,既需考量高等教育体系是否推动高校培养拔尖创新人才,又能够推动国家成为世界学术中心国家,也需审视其是否能够服务国家经济社会高质量发展。在此基础上,高质量高等教育体系建设需从以下三个方面着手:充分发挥政府的引导作用;充分发挥大学的主体作用,优化高等教育结构体系;完善高等学校分类评价体系。
Abstract:
As China’s higher education enters the era of popularization, establishing a high-quality higher education system is essential for achieving the modernization of Chinese higher education. To accomplish this, it is crucial to clarify the intrinsic connotations, measurement standards, and construction pathways of such a system. Specifically, a higher education system refers to the orderly distribution of various levels and types of higher education institutions within a country and the organic integration of various elements of higher education. From a functional perspective, the development of this system should not only enhance the functions of higher education but also promote its self-development. Consequently, the measurement of a high-quality higher education system should assess whether the system facilitates the cultivation of top-notch innovative talents, elevates the nation’s standing as a global academic hub, and serves the high-quality economic and social development of the country. Based on these criteria, the construction of a high-quality higher education system should focus on three key aspects: fully leveraging the guiding role of the government; fully exerting the agency role of universities while optimizing the structure of the higher education system; and refining the classification and evaluation system for higher education institutions.
