摘要:
近年来,全球高等教育和科研领域已形成对“影响力议程”的共识,即强调科研成果学术影响的同时还应重视其外部社会影响力,使其对经济、文化、公共政策、医疗、环境、教育等方面带来改变。其中,英国在落实影响力议程方面做出了许多卓有成效的回应,包括在政府层面对科研管理机构进行改组,搭建了全新的科研与创新治理框架;在高校层面采取全方位的战略措施,推动科研成果的影响辐射社会;在学者中形成了对影响力议程的高度关注和多元化的态度表达。英国作为全球影响力进程中的“先行者”,其改革实践为更好地构建我国科研生态体系和管理制度提供了可资借鉴之处:第一,通过搭建协同开放的科研与创新治理框架形成推动影响力议程的协同效应;第二,通过采取多样化的战略行动推动影响力导向的知识创新;第三,通过共建信任体系与信任机制,为学者的科研活动保留一定的空间和弹性。
Abstract:
In recent years, the global higher education and scientific research sector has formed a consensus on the “Impact Agenda”, that is, to emphasize the contribution of research outcomes to the broader communities beyond academia so that it can bring about changes in the economy, culture, public policy, health care, environment, education and other aspects. The U.K. has pioneered implementing the Impact Agenda with effective responses from multiple perspectives. The public science funding agencies were restructured to build a new governance framework of research and innovation. Universities took strategic and comprehensive actions to promote the social impact of research outcomes. Individual scientists paid high attention to the Impact Agenda and reacted with diverse and sometimes divergent opinions and concerns. The U.K.’s pioneering exercises in the global Impact Agenda process provide three implications for improving the governance of scientific research in China: First, synthesis in the responses of Impact Agenda can be promoted by building a more coordinated and open national governance framework of research and innovation. Second, impact-oriented knowledge and innovation can be strengthened by taking strategic and diverse actions at universities. Third, trust mechanisms should be built to maintain space and flexibility for scientists’ own initiatives.
