摘要:: 1+X证书制度即“学历证书+职业技能等级证书”，是我国职业教育面向新时代改革创新的一项重要制度设计。本文聚焦于全面提升技术技能人才培养质量这一核心问题，围绕如何有效克服横亘于校企合作、产教融合之间的“中间地带”这一关键障碍，从社会分工、制度经济学视角阐析了1+X证书制度的理论基础，进而构建了由“三元三翼三维一核心”等要素构成的动态平衡三角关系逻辑框架。为有效实施1+X证书制度，应本着质量提升的价值导向走内涵发展之路。

Abstract:: The 1+X certificate system, i.e.“academic certificate+vocational skills grade certificate”, is an important institutional design for the reform and innovation of China’s vocational education in the new era. Focusing on the core issue of comprehensively improving the quality of cultivating technical and skilled talents, and focusing on how to effectively overcome the key obstacle of “middle zone” between school-enterprise cooperation and industry-education integration, we analyze the theoretical foundation of 1+X certificate system from the perspectives of social division of labor and institutional economics, and then construct and explain the “1+X” certificate system, which is a system of “1+X” certificate system. The logical framework of the dynamic “balanced triangular relationship” is composed of three elements, including “ternary, three wings, three dimensions and one core”. In order to effectively implement 1+X certificate system, we should take the road of connotation development based on the value orientation of quality improvement.
