COVID-19 has impacted U.S. higher education in unexpected and significant ways. In the short term, it has resulted in a suddenly declined college enrollment rate, international student numbers, and academic exchanges. It has further aggravated financial difficulties and systematic education inequalities. The pandemic has exposed the chronic problems in the U.S. higher education system that will continue to impose long-term challenges in the post-epidemic era. In response, the Biden administration has put forward a series of policy initiatives after taking office, reflecting the federal government’s reform goals to fund higher education, improve educational equity, and promote social services. At the same time, new development trends have emerged in the educational rights for the minority population, the internationalization of higher education, and the public mission of universities.
