- 本文深入剖析了英国新一轮高等教育治理体制改革的逻辑动因、高等教育治理组织机构创新以及制度优化策略。研究发现，英国本次高等教育治理体制改革充分体现了机构重组与深度协同相统一、追求卓越与全面公平相统一、资助原则与学术价值相统一的基本逻辑。借鉴英国经验，我国“双一流”建设背景下高等教育治理体制改革应处理好“创新”与“守护”的逻辑法则。
- Abstract:
- The paper deeply analyzed the logical dynamics, the innovation of governance organizations and the strategies of regulation optimization in the new higher education governance system reform in UK. The study found that the reform of higher education governance system reflected the fundamental logic of the coordination of organization restructure and deep collaboration, the balance of pursuing excellence and promoting all-round equity, and the accordance of the fund-granting principles to the value of the academic work. Borrowing from UK’s experiences, the reform of higher education governance system under the background of Double World-class Construction should properly handle the logical relationship between “innovation” and “protection”.
